The Family Health Strategy currently represents the central axis of Primary Care in Brazil, solving 80% of the population's health problems. The evaluation process has been inserted in primary care over time, after the population's demands are known and health actions are planned. The goal of this study was to describe the insertion of the monitoring and evaluation programs in Primary Care and describe the first cycle of PMAQ-AB [Brazilian acronym]. It can be concluded that improvements in access and quality of health services depend on public policies for decentralized management, hiring qualified professionals as well as planning of actions and monitoring of the public policies adopted.
