The Brazilian constitution defines autonomy of universities as the power to enjoy didactic-scientific, administrative, and financial management autonomy, conforming with the principle of indivisibility between education, research, and extension. However, in the last few years, through neo-liberal politics, reforms and structural adjustments were established by the State. The aim of this paper was to study such subject as a way to understand the limits of the university's management freedom. The university's autonomy finds obstacles facing State's autoritarism, which should be minimized by the management of the Institutes.
